Background:
The refrigeration and air-conditioning (RAC) servicing sector contributes to a large extent to the consumption of HCFCs. The overwhelming share constitutes the room air-conditioner segment, whereas refrigeration (domestic, commercial, industrial) consumes a lesser share. GIZ - Proklima on behalf of the Government of Germany and in close co-operation with the Ozone Cell in the Ministry of Environment Forests and Climate Change (MoEF&CC) has been implementing the Ozone Depleting Substances (ODS) phase-out activities including HCFC phase out in the Indian RAC servicing sector through the implementation of HCFC Phase out Management Plans (HPMPs). The RAC servicing sector in India is made up of a diverse range of establishments that provide installation, maintenance, and repair services for all types of refrigeration and air conditioning appliances and systems. The sector is estimated to employ approx. 200000 technicians in formal and informal enterprises. Most of the RAC service workshops in India operate in the informal sector, are small, or even tiny (1-2 ‘all-round’/ multi skills technicians).. India is now preparing for HPMP Stage III to be implemented from 2023 to 2030 to address the remaining HCFC consumption in the servicing sector with the exception of 2.5% of the baseline of India, being allowed as “servicing tail”. It is necessary that GIZ Proklima plans its activities for the servicing sector.
Objectives:
(i) to get an assessment of the servicing sector in India as a basis for conceptualizing and planning HPMP stage III. The assessment shall provide key facts and figures that describe the current situation of the servicing sector.
(ii) to propose activities to be undertaken in the RAC servicing sector under Stage-III of the HPMP.
(iii) to develop a strategy and implementation framework for the RAC servicing sector under HPMP Stage-III
